Don't know how to say this without sounding a bit like a terrible person, but I really recommend keeping a small stash of all purpose gifts. These are gifts that no one would be mad to receive, but don't need a specific recipient: nice hand-made soap, hand-made notebooks, keychain bottle-opener/screwdriver, etc.
I just got invited to a white elephant gift exchange and pulled out a "learn to sashiko!" kit I had stashed a couple years ago.
(also a lot of these items have in common that they flatpack, because I seem to need all-purpose gifts more when I travel.)
And also here's the thing about me: I have put gifts I received and was like "wow, this definitely came out of someone's all-purpose gift stash" in my own stash to regift as well, so put that under horrible person. If you regift it in another province, it's not a sin.
The vibe here is you're at a craft fair, and you're like, "It's nice, but I have a perfectly good one at home," and it's in the price range of whatever the $ cap at your work gift swap would be.
